Ryan C. Maness is an Associate Professor in the Department of Defense Analysis (DA) at the U.S. Naval Postgraduate School (NPS). He researches cyber and information strategy, U.S. national security, Russian foreign and military policy, political warfare, and hybrid strategies. He has served as the academic associate for the Curriculum on Information Strategy and Political Warfare (2020-2025) in the DA department. He has also served as the director of the DoD Information Strategy Research Center at NPS (2019-2025).

 

Current research includes the maintenance of a data set of state-initiated cyber incidents, cyber-enabled information operations, and information campaigns for the years 2000-2020, called the Dyadic Cyber Incident and Campaign Dataset (DCID) 2.0. These data are open-sourced and publicly available and will give scholars and practitioners new tools to uncover the dynamics of cyber and information conflict within and through cyberspace. Other current research is observing cyber operations as an instrument of national power and their interactions with diplomatic, economic, and military events, and the target state’s responses to these combined foreign policy actions; cyber operations’ role in the Russo-Ukraine war, influence operations from China and Russia, information warfare between China and Taiwan, and a book on political/gray zone warfare.

 

Maness has a forthcoming book, Modern Hybrid Warfare: Russia versus the West with Bloomsbury Publishing that looks at hybrid operations in the context of the current Russo-Ukrainian war. He has also published Cyber Strategy (2018, Oxford), Cyber War versus Cyber Realities (2015, Oxford) with a second edition coming in late 2025, and Russia’s Coercive Diplomacy (2015, Macmillan) as well as several top journals in security studies, including Journal of Peace Research, Journal of Strategic Studies, and Cyber Defense Review. He teaches Cyber and Information Strategy, Network Warfare, and Irregular Warfare in Europe and the Post-Soviet Space in the Defense Analysis Department at NPS.
